A secondary compilation; each row names its source.

Compiled July 2026 from published figures by Access Now /

Shutdowns file: year, shutdowns (documented count, latest published revision), note (which report the revision comes from). Spyware file: year, governments_known_to_have_procured (documented minimums), source. Localization file: year, measures_in_force, countries, source. Cloud file: provider, share_pct, period, source.

These are deliberately small files — the value is the sourcing discipline, not the volume. Verify against the checksums above or with npm run verify:datasets.
